Ordnance Survey (OS) expertise helped Kartverket integrate its land and sea divisions and increase uptake of its mapping data across the nation.
Kartverket is the Norwegian Mapping Authority. As well as collating and managing Norway’s geographical information, it is responsible for all national property registration. Kartverket wanted to integrate its land and sea divisions, and increase uptake of its data.
We provided our expertise to deliver a report on how this could be achieved, which is now underpinning a transformation programme for Kartverket.
Kartverket looked to Ordnance Survey for advice on managing geographical information, integrating data and increasing its uptake of data.
This involved a number of challenges:
- Increasing the breadth and depth of use of Kartverket data.
- Identifying efficiency gains through process improvements across both land and sea divisions.
- Working within existing funding parameters, statutory requirements and national policy constraints.
- Reviewing unsynchronised data in the ‘near shore’ (which falls between the two divisions) and creating a seamless match.
- Understanding and developing the customer need for data in that area, and how to implement it.
OS together with international partners ConsultingWhere and Norwegian firm Geodata – initially mapped the current state of the existing operational processes within the land and sea divisions.
We then developed a future state for the organisation through a series of interviews and questionnaires with 22 internal and external stakeholders to identify the requirements of the mapping authority, with a focus on the areas of Norway’s ‘near shore’ environment, which are notoriously difficult to survey and navigate.

Kartverket’s goal of increasing the breadth and depth of use of its data was achieved through experts from across OS contributing to the final report.
Critical success factors were determined in the following areas:
- Improving stakeholder engagement.
- Producing current and relevant data for both land and sea.
- Improving production processes at no extra cost.
- Improving all measures of quality.
A roadmap was created – a sequence of 25 initiatives to support the achievement of the critical success factors, and a report was produced: the Enhanced Consultancy Services Project.
OS was asked to provide expertise in undertaking a transformation programme based around the initiatives as a result of the report.
